Questions about idling and wires

OK, before anyone blasts me I have already read some of the previous posts regarding engine idling problems. When other people say that their RPM's are running low, I'm assuming they are talking about when their car is in park or neutral. My car idles about ~650 in park and in neutral. However when I' driving and come to a stop it drops to ~500 and I got a little "shakin' goin' on." If I put it back into neutral or park it jumps back up to ~650. Anyone else experiencing this or know what could be the problem? Also, the other day I got under my car to see about changing the oil and I noticed that there was a plastic sheeth around a couple of wires around the drain pan. Part of the plastic sheeth was torn and I could see the wires inside. Is this OK like this?

I think thats the oil pressure sending unit wires. They always get full of oil when you take the filter out. ****es me off

So the wires should be fine being a little exposed? I figured the sheeth was more of a protection/convenience thing, but I wanted to be sure that exposing the wires just a little was no big deal. Any ideas on the idling thing?
