As the title says I have replaced all four pads but they still squeak. However it only comes on under a lot of pressure when the peddle is almost all the way down. Does not matter if you slam it or just come to a stop at a red light, it starts to squeak, from what I can tell, at the same point.
Is this a sign of needing new rotors?

i dont see why i wouldnt have. but i do recall i didnt put the grease on it as the guy i was doing it with said it wasnt a big deal. as i have never put the grease on in the past (other cars not the maxima) i didnt think twice this time either.
I've ALWAYS put the grease on with my brake jobs and have never heard a peep from my brakes.
That might be your issue though...isn't the stuff even called "Brake Quiet" or something like that?
If you do the brake job your supposed to put grease on the brake pads and the slider pins so they don't seize up and rust. They will work easliy If there greased up right. The squealing can be coming from the rotors that are greased up or they will need to be sanded or the brake pads have grease on them. The pads should not have any grease because the rotors and the pads will rub.
i think i know wats happening which also happened to my car some break pads some with the little metal pieces that go in the little whole to install the pads well sometimes those metal things are long (mostly in cheap pads) and they cause the noise when the breaks are in lots of preasure meaning they are very touching something and that metal piece is touching something when breaking all the way or close to it and as you said it only happens when u break almost all the way or all the way and im gonna guess they might just be the rear breakpads doing that since they work only when breaking almost all the way i would recommend just buy ceramic break pads they are amazing and last very long and u wont have any problems with iy and it isnt hard to install it urself look up on how to and u will be amazed how easy it is to install them
was the rotor turned/cut?
did the pads get their proper break in?
new shims and springs? (already discussed)
sliding pin greased? (with the proper grease)
correct anti squeal lube on the back side of the pad? (already discussed)
rotors cleaned before installing?
it's one thing to change the brakes..it's another to do the job correctly.

actually you don't know what you're talking about.
the metal pieces are called shims. their job is to adsorb vibrations/noise from the brake pads. if the shims and springs are not installed correctly or used you will get noise when braking.
replacing ceramic pads are no different than any other pad.
i bet that there is no goo on the shims. autozone has a goo or glue for brakes in orange colored called CRC disc brake quiet. it is like $6 or $7 bucks. oem has 2 shims for the outer side and one shim for the inner side. add the goo on all the shims.
make sure the caliper pin with the black cover at the tip should be in the bottom not the top. if you have it in the top, it is still fine.

well i took everything apparent and greased the caliper pins, caliper piston, as well as taking off the shims on the pads and putting the brake squeel under the shim and on the contact points on the outside of the shim. it still squeeks though
i am really lost for ideas now... hmm

^You may have metal pads, metal pads squeak horribly. I've found Brake Best to be a good brand with a balance between durability and being quiet. I also heard that Bendix pads are super quiet. I bought NAPA brake pads for my Elantra and they squeaked ALL THE FREAKING TIME! What kind of brake pads did you get? Maybe you somehow ended up with all metal brake pads.
