Loosen and retighten engine ground screws

I was searching through the FSM and came across severals instances of a step involving loosening and retightening the engine groung screws (as shown in the picture below) in a lot of diagnostic precedures. Somehow, that called my attention. I removed them to clean the contacts and the mating surface. I noticed that some kind of condensation came out of the screw closer to the front of the car, as if I just opened an air relief screw or something. Just out of curiosity, does anybody know what is the exact purpose of that precedure?

A faulty ground can offer up a plethora of electrical problems throughout the car. Additional grounding is such a popular Mod because of it...

Agreed. I'm not sure if that is the specific purpose of this step, though. I guess I don't see how loosening and retightening those screws would correct any faulty contact between the wire ring conectors and the surface, unless they are actually taken off and cleaned (perhaps they are somehow re-seated by doing that, idk). I still wonder what was released when I removed the front one.
