Summer because it will dry the bubbles out faster and you will have a better looking tint

Do it now if that's want you want. It doesn't really matter when you do your tint. What does matter is that you're able to keep you vehicle interior warm enough (heat and defrost) for the first few days after the tint to ensure that as many of the bubbles dry out. A good shop should be able to get the majority of the bubbles out prior to you picking the car up. I've had three tint jobs done in the winter and all three have turned out just fine. After picking up the car I just run the car parked in the driveway with the heat and defrost on around 78 - 80 degrees for a bit.
