98 maxima

When ignition is turned over the starter will not engage the starter has been tested and it fine not sure what's going I'm stumped radio will dim when trying to start dash lights and headlights stay the same there is power to the starter in fact there is an actual constant 12 volts to the plug wich isn't normal any info would be appreciated

It may be the ignition switch. They have a tendency to wear out.

But there are 2 things you stated that I don't understand:
1) radio will dim when trying to start dash lights and headlights stay the same
2) there is an actual constant 12 volts to the plug wich isn't normal

You need to explain this things better, especially # 2

But in the mean time, here is a link on how to diagnose a no-crank situation, which I kind of think you are trying to say.
