When you come back from Europe you are supposed to write down everything you are bringing in regardless of how much it cost. You only owe on items over ~$x. I think it's over $500 USD, but that's just my estimate.

They will have to ship the item with a commercial invoice. This is the commercial value of the item. This is the value that you will have to pay a duty on.
Here are the tricks:
1. Have them declare it as a sample on the commercial invoice.
2. Have them put that it's damaged/broken being sent for return.
3. Have them misdeclare the value (by quite a bit).
4. Claim that it's a gift of no commercial value.

i think the amount of expemption is about $200 but i'm not positive. dont say gift... if i remember correctly that does not expempt you from paying the taxes.
be careful with the insured value vs declared value just in case something happends...

There is no exemption for packages. The exemption that some people have referenced is only for purchases you bring with you when you enter the US (only applies to US citizens or US residents) after being out of the country for more than 48 hours.
Again there is no exemption for packages. However, sometimes US Customs just don't care and will let it through without any duty.
