people still do that? I hear it's dangerous to the birds that eat it. ie.. dry rice will expand in the stomach and injure the birds??

No, that's if you soak the rice in 1 part lye, 4 parts Easy-Off Oven Cleaner(TM) for 10 minutes and then feed it to them.
