What is the proper way to do it, engine on or off?

The first time I did it I had the engine on. Does it make a big difference?

I'd say it's mostly a safety issue. There really is no need for the engine to be on during this procedure. I can't think of any reason why having it running could cause any damage system wise.

Off. With engine on, the brake booster will be on. This will cause you to pump too quicky thus create bubbles.
