cruise control blows fuse

cruise control blows fuse
When it was wet out, and I tried to turn on the cruise control by pushing the button on the dash, it would blow the fuse. When it was dry out, everything worked fine.
Now, when I try to turn on the cruise, whether it is dry or wet, it blows the fuse when I hit the button on the dash.
I have tried to check two things.
1. There are some wires running from some part of the cruise control on top of the engine. They go down behind the engine and through the wheel well. After taking the wheel and the wheel well off, the wires were in a good black enclosure and looked fine.
2. I took off the steering wheel to see if maybe there were contacts that could have corroded, but I didn't see any contacts. The wires were in a closure and looked good.
Now what do I check.
I'm not opposed to taking the car to a dealer, but I'm scared that they might spend hours and hours looking and not find anything. I called the local dealer (Asheville, N.C.) and the service gie told me just what I'm afraid of. At $65 per hour, I ain't going for that.
