cold engine sputter and power steering issue

cold engine sputter and power steering issue
So I am at a dead stop and the car sputters a bit then finally moves....other than spark plugs what are some "common" issues that I can check to help correct this? Also my power steering tends to stop working without warning. I just topped of the fluid....thoughts?
