Car idle will shutter intermittently when at a stop with my foot on the brake. It will not shutter when the AC is turned off.

I can’t figure this one out, so far I have replaced:

MAF housing, hoses and sensor

A bad ignition coil pack

Air Filter

 

What is the engine idle rpm at when -
in neutral or park?
in drive with a/c off?
in drive with a/c on?

The engine idle rpm should always be approximately 650 rpm in all the above cases.
