what's the **** on the right side do?

the **** actually has the same function except it has more "levels of speed" for the wipers.
I wouldn't knock the guy. My two prior cars to the max didn't have intermittent wipers (my integra actually had a grand total of 2 speeds). But I knew what intermittent wipers were on other cars. Some people might not though.
