sounds like the engine itself has seized due to rust in the block.
Remove the spark plugs and pour a tablesooon or so of oil into each cylinder. let it sit a half hour or so, then stick a wrench on the large crank pulley bolt on the passenger side of the engine bay.. try to turn the engine by hand, or tap the starter a few times to see if it will turn over.
once you get it broken loose, it should start up just fine. when it does, let the car warm up to operating temperature before going anywhere, then take it for a drive....
afterwards, you might want to change the oil and make sure there's no water in it (common when an engine sits for long periods of time like that).
then in the future, make sure you start it up at least once a week to prevent this from happening again.

try removing the starter and sticking a screwdriver in the teeth on the ring gear... see if you can turn the engine by prying on it against the edge of the starter opening. if you can break the thing loose, then it should be able to turn over after that.
