This is what I have always heard/read. But I was just wondering if it is accurate? Has someone actually measured this or is it theoretical? Is it 10 HP to the wheels or crank? Etc...

Not fully because as you get higher and higher in the psi range the compressed air gets hotter so the increase is not linear as people may think. It drops off little by little because of the increased heat.
