dull head lights

During the day, the head light housing (the clear plastic area) is clear and crisp, but at night when I hit my lights on I can see every tiny scratch on the inside and outside of the head light. THey do not look deep and do not feel deep (when I tried cleaning both the inside and outside, it still felt smooth). Is there anything I can do to remove these scratches? They look like fine lines. I was thinking of sanding down the top layer but I am skeptical of that. Please any help would be appreciated.

BTW I have 5th gen/2000 headlights.

i was thinking of sanding and then buffing or some crap like that... they look like swirlies except in a straight line. Maybe I should just buy another set...

ChromeSE5, you are correct, you can sand them down & buff them....
don't sand them too much, but do it enough to cover the whole light... buff it and they'll look brand new...

i did that on a passat once...now i need to do it on my max...
