how come my horn isn't working?

i took off the steering wheel and airbag to dye my dashboard and replace my steering wheel black...i got all the connections right and clockspring turned back to where it goes, however, my horn isn't working? the fuses are good,,,except for the one on the passenger-side under the hood,,,i couldn't remove it somehow, just gave up. any suggestions on where to look for the problem? my inspection ran out and i need my horn to work in order to get it inspected....thanks!

you don't need it don't worry. if you think that a certain something is causing the problem then it might just be.
