Does this look like a fog light wire?

While I was doing the 97 front end conversion the other day I decided to check for fog light wires/plugs. I have a 96 GXE with no factory fog lights. I looked inside the bumper and noticed this plug which is attached to the turn signal wires. Do you think this is for factory fog lights? Will it be as simple as installing a fog light stolk and plugging in fog lights?

Thanks,
Aaron
