Can I buy LCA kits with already installed ES bushings? plus other questions

I have only heard Bejay mention that he did this, but he didn't say where and posted no vendor. I assume it was another member that never got around to actually installing them, but in case it wasn't.

And on another note, my friendly lifetime alignment people at firestone have told me that I need an "innner" tie rod. I didn't like their price and drove home despite that suggestion, and realized that their $119 inner tie rod is $13 dollars at various vendors.
Anyway, I got up under the car today and noticed that the tie rod boots are torn on both sides of the rack. Checking Haynes, it doesn't mention that torn boots are a symptom of anything, and just gives instructions for replacement, but are torn boots a symptom of a bigger problem? I would expect that firestone could tell if I had a leaking rack, but when I was under there I really couldn't tell. Steering doesn't feel any different, I went in because I was noticing uneven tire wear on my left front.
