"D" Ring Residue Can Cause Slow Seat Belt Retraction

Hi, the driver's side seatbelt is not retracting. I went into the Maintenance and Mechanical sticky, but the link for this issue does not work. I was wondering if anybody could give me a how-to. Thanks

Maybe I should have been more specific. I don't know what or where the D link is. I don't know how to get to the D link thing either.
