Recently I tried putting some 68 SMD LED H3 bulbs in my OEM 2002 fog housings. The bulbs were too long and wide and I ended up breaking one while trying to force it in. I had it working for a minute, but the damage was sufficient to the bulb to cause it to flex enough to break the circuit at some point. While attempting to troubleshoot the bulb polarity, I left the battery hooked up and the car running... I touched a wire to the fog housing and got a spark, which I think caused a short. The fogs wont turn on now (big surprise) even with the original bulbs in. I took my car to AutoZone today and tried out a different relay to no avail. I can hear a click from the relay box when I switch the fogs on. The bulbs are fine. Interestingly, there was no 10amp fuse in the drivers side fuse box for the RR FOG LIGHT (I have since put one in and even with the new relay, no dice).
Searching for fog electrical issues reveals poor grounds as the main culprit. Could this be the issue, and how would I go about testing for such a cause?

You most likely blew out the fog lamp fuse, # 6, 15 amp in the panel when you caused the spark.
RR FOG is rear fog lights. We only have FR FOGs. I don't think anyone in North America has rear fogs.

I think you may be looking at the wrong fuse. I shorted the fogs out on my 2002 once because the spade connector for the bulb was a little loose and was touching metal inside the housing. The fuse that blew was "FR FOG LAMP" in the drivers side fuse panel under the dashboard, and it was a blue 15A fuse. I put some electrical tape around the spade connector and changed out that fuse and the fogs worked fine again.
In this picture the fuse that blew was the the blue 15A in the middle of the top row, above the fuse puller, and next to a yellow 20A fuse.

I installed HID angel eye rear fog lights so I could be cooler than everyone else...

Thanks for the detailed response(s). I completely forgot about the driver's fuse panel.
Consensus is I'm an idiot and will check the blue 15amper on the driver's panel. Im sure it's blown
