the foglights are different from the 4th gen (95-96) and 4.5 gen (97-99)

Are you adding foglights to a car that doesn't have them already? If so then you need more than just the fogs. Search around, you'll find out that you need relays and the fog light stalk as well.

I swapped the brackets and fogs from a 97. Is there anything else I needed to do

The fuse for the fog lights is under the hood by the battery. The cover has the label FR FOG.

Yeah I changed that but still nothing. I switched the relay with another, also figured out the horn doesn't work either

The fuse for the horn is next to the fog light fuse. I wonder if you have a bad connection on the bottom of the fuse panel. Pull out the fuses and see if you have voltage on one of the pins for those fuses.

my fuse box cover (with fuse diagram) was rotated 180 degrees and I had a new fuse an a dummy slot. Once I figured it out, my fog lights started working again
