i just did an engine swap and now shes running alright.. BUT she is having this weird problem where its idleing and it will go from alomost 1100 to just 300 but then stops after I rev it and drive it and if I hit the gas peddle just a little bit like to 1700-2000 rpms it will just bounce as if its the rev limiter then if I hit the gas a little more it doesn't have the problem. any ideas?

You might want to check the resistance of the stepper motor coils in the IACV.
