Windshield washer tank filler neck removal

How does one remove the windshield washer tank filler neck safely (without breaking it)?

No responses, slow day I guess. I want to detach it, try mounting it differently to make room for a PS filter, or maybe delete it and just put some kind of lid on the reservoir.
Do I just pull on it, or is there twisting involved?

There is a tab, so no twisting.
