Are blue signal lights legal?

Are blue signal lights legal?

I did see a couple cars with blue side markers but also a Civic with blue signal/tail lights. Do cops give tickets for those? Tacky IMO.

Aside: I saw a late 90's Mustang parked at a strip mall taking up two spaces. He was practically in the middle of the two spaces. I wanted to give the guy a comment if he/she appears but that didn't happen. I mean if you want to take up 2 spaces, at least park it far away!

I'm pretty sure bule lights mean firemen. Definately illegal.
