intercooler core design question

what type of design is better and why? "tube and fin" or "bar and plate?"

You should read the latest issue of Turbo & High Tech Performance magazine - Tech Blitzkrieg 3 Edition. It has a good writeup on it!

Summary:

Bar and Plate is heavier, but acts as a heat sink - beneficial for slow traffic. Increased number of rows per unit area mean more cfm. More variety of fin designs ... the list goes on.

Just remember this was said by Spearco who pioneered this development.
