Shaving S/C mounting plate

Does anyone have the link to the post on where to shave the S/C mounting plate for a smaller pulley. I think it use to be a sticky and nymjayjay posted it. Thanks for any help

Here's a shot of the V2 mounting plate:

You see that mounting bolt directly below the circular hole? You'll notice that its been shaved already as well as the one below that one. Anyways you need to shave both of them a little more. Someone here actually cut the middle bolt off. I just used a file and ground it down some more, despite getting really close to the bolt.
