Altenator

Can somebody help me. My altenator is only reading 10.2 when the engine is running and when the engine is off the battery reads 10.6 what could be causeing this I have a wire that is just hanging from the wiring harness that connects to the altenator. I know only two wires connect to the altenator itself but there is another wire that I dont know where it goes that is realy close to the altenator, it has two prongs inside the plug and it is grey in color. Does anybody know where this wire plugs in and could this be the reason my car is not charging. It is hanging directly in front of my altenator and almost touches the ground. The reason I dont know where it goes is because I just rebuilt my engine. Can somebody please help..
