Idle Surge - Hesitation

Idle Surge - Hesitation
I've been having a hesitation problem with my 92 SE. Recently I replaced all of the vacuum hoses and 90% of the problem went away. It would stall before and now it just hesitates, usually under load (starting up and turning or changing speeds).
Lately it's exhibited another problem, surging at idle with occasional stalls. The car's had a rough take off for a long time now. I've replaced the temperature sensor without effect. I've just tested the throttle switch and while it works one test was funky.
When the engine is hot and turned off the FSM suggests testing terminal "a" (goes back to terminal 54 of ECM) of the harness connector for continuity with engine ground. There is continuity, but at 1.5 mega ohms. Is this correct? Any other ideas?

coil packs (or maybe just one)
check for cracks, test them ( .8 ohms if correct)
They still can be faulty if you test them and they come out OK. They aren't being tested under load. One of my rear ones was bad and it caused this.
There have been a number of threads on the subject, but it has been a while since they have been on page 1.
