Where can i find?

JDM motors allegedly have low miles on them, but when you consider that any VE is at least 12 years old, the chances of one just now making it into the yard with only 30-60k is pretty low.
I'd rather take my chances on a motor from a local wrecker that is still in the car and I can hear it run along with check the compression etc...

those "low mileage JDM motors" ARE NOT LOW MILEAGE!!!! the rumors about them only having 30-40k are all bull****. I've swapped several of these that customers have brought me, and I see the timing belt replacement stickers still on them (for the VGs), and one of them was showing a 200,000km replacement date of around 2002.. so it's likely that engine had well over that!! And for those of you that can't do the math, 200,000km is around 120,000 miles.

ok then... what do you basically do when you rebuild an engine?...... if you dont want to answer you dont have to ill ask my real life friend but im just wondering and is it a lot to do... ?

It depends on what all is wrong.
If it's just high mileage and losing power, then you can pull the pistons out, hone the cylinders, replace the piston rings, send the heads to a machine shop and have them rebuilt (new valve stem seals, check valve guides, grind valves as needed, etc), and replace the bearings in the bottom end of the block.
I would also recommend rebuilding the VTC assemblies (about $60 in parts), and replacing the timing chain tensioners. Tehy're around $55 each and you need 3 of them. check all ghain guides too and replace as necessary. they run $10-35 each and you have about 8.
gaskets will cost you around $400, bearings will be $1-200, piston rings will be about $150, valve job will be about $250, and then you'll need to add up everything on the timing chains depending on what you want to replace.
Also don't forget to replace water pump, thermostat, front and rear main seals, transmission seals, etc. (which is all stuff you'd replace when buying a used engine as well.)
