Painting Factory Wheels
I have painted lots of factory and aftermarket wheels before. If you want a quality finish, you should use automotive paint. This means you should have the correct tools(compressor, airgun, paint, thinner, catylst etc.) PLUS A QUALITY RESPIRATOR!
If you don't have these tools, I would just get a bodyshop to repaint the wheels. I really doubt you could get a decent finish and a tough finish by using spray cans or something.
alternative: powercoating. Very durable finish but more pricey than just painting.
Costs will vary for both. Don't ask me how much. Call some shops because ultimately that is who is gonna do the work.

TOONCES, LOOK OUT!!! AAAHHHHHHH!!!
I painted my wheels cause the clear coat was comming off.
I spent 2 days just sanding them down and getting rid of the clear coat.
Then I primed them let them dry and wet sanded them smooth.
I painted them straight silver and used 3 coats of clear coat to give them a good shine. They look sweet.
Everything was done with proper equipment at the shop I work at.
I am working on getting pix up.

Was that price for all four rims or just one?
Also, what sort of finish does powercoating leave? Shiny?

Powdercoating V. Painting
Ok, either way podercoating or painting doesn't sound bad price wise, now which one will last longer? Less chips, stay shiny, etc? Where are some places in the Washington, D.C. area that have this service?

Powdercoating will be by far the strongest finish.. that stuff's extremely hard to scratch, and won't chip off.
As for places in the area, just look in the phone book under powdercoating.. wow! simple, eh?
I painted my factory rims...
Listen to what everyone is saying, it's true..
My stock rims were in horrible shape, the clear coat was pealing off and they were really scratched up. So I spent some time sanding them down, stripping the clear coat. After that, I cleaned the surfaces really well, used some chrome aluminum automotive spray paint I found in Pepboys.. Put on like 5 coats per rim... They looked great for a little while, the mistake I made was not clear coating them a few times after painting, they would look a lot better, but the paint faded fairly quick, also when you rub the wheel when washing it, the paint runs off a bit..
They looked great for a little bit, I would think you'd have to touch them up every now and then because they also scratch easy as hell...
I got aftermarket wheels anyways, so the hell with those, I'm going to probably attempt painting them again but this time using better paint and clear coating.
I am amazed at how good some peoples stock rims look.

I gave my car to my cousin in houston and he had it done for me there. I'm pretty sure you can just look in the phone book under like "automobile/paint" or something like that and easily find places that do that.

Where did you have your rims done? Do you have the info for the company?

Not that easy... Tried looking up some shops in this area, and even online, most are far, or at least not in the D.C. area, and want to charge $145 per wheel plus $44 in shipping.
