Troubling no Start Issue

Interesting issue I don't understand I have recently had an issue where by when I turn the key I get a click as though I have a dead battery, one more turn and it will crank.
New Battery has been installed. 12.58V at rest, 14.08v at idle.

However, when I go to crank the car now I get this click like a dead battery but also all the lights electronics etc dim down...then with the key in the on position slowly start coming back to full brightness after a few seconds. Its very odd, sometimes when I turn the key I get absolutely nothing no dash lights nada. Other times I get the above syndrome.
But if someone jumps me off, its like I then get enough juice and the car fires right away.

I cant figure it out, maybe even though its a new battery I got a dud, or could the starter cause these weird symptoms. Something in the ignition switch?

Sorry for all the issue posts over the past few days, this is my first 3rd gen so I'm a tid bit slower getting going.
