Highly doubt it. I mean, I'm sure it doesn't hurt, but probably not worth the effort

All that style heat shield does is protect the cone filter from direct heat damage. It doesn't actually keep the intake any cooler than running without it.

and also my hid ballast is out in the open, when i put up the hood and touch it its hella hot, is there a heat insulation material i can use to wrap it so that it keeps the heat from messing up the ballast?

Put the ballast in a modified plastic sandwich container and wrap the container in aluminum tape. It will protect the ballast from both moisture and heat.

You have many choices...Thermally wrap them, or use that battery heat barrier to shield them, or relocation of ballast to a cool area where there's plenty of cool air flow! Here's mine HID fogs install on my 2003:

As for the filter heatshield it's just to keep the radiated heat off the filter as well as debris/water if the filter is directly in the airstream!!!

so i stuck my ballast inside the the stock bumper.stuck it with 3m double sided tape on the 2 sides, pretty good spot to put it in, but a bit difficult if you have big arms/hands haha. but its a cool place to put it, its not hot in there.
