My steering wheel wobbles at low speed...whats wrong now?

My girlfriends maxima(93 gxe) has something wrong with it and I dont know what it is. Her steering wheel wobbles at low speed I would say under 25mph. I have no clue what could be causing this. She had the outter tie rod ends replaced less than a month ago and that I was my only guess as to what was wrong but I was wrong. Any suggestions?

Was it happening b4 tie rod ends were done? Possible that install was done poorly and something popped off. Take front tires off and check brakes, lower balljoints for play. is it happening only at low speeds? More info would be helpful to help, thanks.

The tires most likely need balanced or replaced.

Yes the wobble was there before the tie rods were replaced. Alignment is fine and tires have maybe 15k miles on them. There is plenty of tread life in them. The wobble is at low speeds only. Most noticeable when starting from a complete stop.

Don't bad control arm/bushings result in these symptoms?

My guess would be tires or maybe slightly warped rotors.
