Help!!! Black piece on front bumper turning yellow.

Please help,

The black piece on the bottom of the front bumper is peeling, and is a bright yellow/orange color underneath, what can I do to stop if from peeling more, and how can I fix it.

The bumper plastic is yellowish orange from the factory. So it looks like the paint is getting thin and letting the bumper color though.
