Remove the foglight. Remove the black plastic screw on the black plastic trim piece. Next, there are two bolts to remove. If I remember they are 10 millimeter hex with a phillips slot. After taking out the two bolts the light will come out. You can then disconnect the harness and replace the bulb.
Good luck.

That link seems to be dead (as of 12/21/2002), but the site appears to be up. The main page (integra.vtec.net) comes up with a blank page though.

If you have a 95 or 96, you won't have to remove the foglight in order to replace the bulb. You can get access to the back of the foglight housing once you remove the splash guard (connected to the fender guard). You just twist and pull off the retaining cap and then release the wire retaining clip to remove the bulb. Replacing it isn't as easy as the 9004, because it is so small. Definitely jack up the front side of the car so that you have room to work.

I would have expected this procedure to work for the later 4th gen, as the light is in the same location (just shaped a little differently). But maybe that's not the case?
