is there any way to get rid of that hissing? Cuz its pretty dam annoying. What would happen if I get the upper piece of the cold air and stuck it on?

The hissing would get louder....

The reason it does that is because there is a vacuum when the throttle plate is open. When the throttle plate closes, it causes the intake to act as a "Blow-off valve" venting gases back into the atmosphere.
