How "green" are HID's?

I was in Mississippi this weekend, and I saw a White Accord with a white vinyl strip on front windshield and his lights were neon green, this has to be highly illegal. I know the HID's have a green tint to them, but these looked like "Streetglow neon tube green", it was bright. Is there any other way he could of gotten this color, it looked good and i may try it for glowoffs. (Not for everyday driving)

He probably had some kind of "For Show Only" lights in his car.

There used to be a guy on eBay that sold various colors of xenon headlight bulbs. He had what he claimed was a really bright green bulb. That could be what you saw. I just checked eBay, and it looks like the guy might not be selling them anymore.
