IACV changed but got Qs.
I just changed the IACV on my 98, however the one that I took out has this brass covered cap type on the back in the center of the valve, however, the new one doesnt have it. Do I need to install this brass cap on the new one also? Second my idle still fluctiates, sometimes its at 600rpm other times its at 700rpm and it doesnt stay even. What do you think the problem is?
You do not need to install the cap. I am assuming you bought a new IACV from your dealer.
As for ticking, if it is really loud, I don't think it's supposed to do that normally. When my battery was drained recently, after I jumped it, for some reason the IACV was ticking loudly about once a second. It was only briefly and doesn't do that now.
As far as wavering idle, make sure that you have set the idle rpm correctly--I would definitely check it after installing an IACV or doing something like cleaning your throttle body because it is easy to knock off range. If the set idle rpm is off drastically, the ecu will be constantly fighting to correct it and you may get a wavering idle for that reason. Also insure that you don't have a manifold/intake vacuum leak somewhere and that your PCV valve is good.

I just put in new PCV valve. Maybe the IACV is adjusting to the engine since its brand new. Ill give it time but I dont have a lot of it. How long did it take before the sound went away? Anyone else?
maybe its your injectors clicking...look closer
as for the brass cap(held in by 3 little screws), Yes you do need to install that...take the one off your old one and put it on your new one but clean it first before you install it..

Mine clicks at idle also, and only started doing it immediately after I'd removed and cleaned it.
Hasn't affected my idle at all, its still very solid. I've removed, re-cleaned and replaced the IACV gasket but that made no difference. Its silent until the engine gets to operating temp and low idle is reached, then the IACV starts clicking (like mentioned above, roughly once per second).
The IACV FSM test procedure is another thing on my 'to do' list.

I belive my part # was 23781-38U05.
You do NOT need the cap. Perhaps we are talking about different things. The black plastic screw (not the cap) is what allows for some air entry adjustment to fine tune idle speed. As SonicD says, the newer IACV does not even have threads for the cap. I am guessing it's function is to minimize "soot" clogging up the sensor port.

OK, I just popped the hood and noticed that the IACV does make a clicking noise about once every second. It is not loud relative to other engine noises at idle and certainly, I can not hear it from the cabin. The loud clicking I've only heard once from my IACV was clearly heard from the cabin but like I said, went away--or at least quieted down to normal levels.
