How bad is a clogged fuel fitler?

Would it slow you down considerably at the track? Reason I ask is cause I went to the track for the first time today. I went from a 15.9 to a 15.5 in four runs. I really need practice on my launch and shifting. I've been driving stick for a month and a half and I can get much better with some practice.

I did this with no spare or jack, 48 lb 17" rims and tires, frankencar intake, ypipe, clogged fuel filter and in dying need of a tune up.

I'm not blaming my slow times on the car alone, I can improve my driving a lot but does a clogged fuel filter and 17" rims affect times that bad?
