HELP!!! Car Screams

when my car sits outside when its real hot or real cold for a few hours and i go out and start it without warming it up and just going it screams really really loud. this also happens sometimes when i drive over flood puddles and sometimes when i try to start my car and it cranks for like 3-5 seconds(a long time) it screams right when the car starts, but when it starts right when i start cranking it, it doesn't scream. anybody know the problem?

My other car is a Rodeo and it had a similar problem. I tried to adjust the belts but it kept doing it. With time I even got problems with the alternator not charging and the A/C. It turned out to be the big damper pulley that was broken (rubber in the inside).

Does the Maxima have this same type of damper with rubber inside? Would we get this same problem?

I recently had this problem and the mechanic told me I needed new belts but would try and adjust the belt first and that worked, so you may want to try that first before getting new belts, but they aren't that expensive anyway.
