removing front license plate

i dont know if its illegal where you live....it is here in toronto.
once you take the plate off of the black plastic bracket, there are another 2 screws connecting the bracket to the front bumper.
once you unscrew those two screws, the bracket will come off.

is it illegal in all of CA or just some parts, because I've seen some cars around without them. are they just hoping they don't get caught?
