Fog Lights not workin

I was wondering if someone might know what would be causing my fog lights not to work. They are the stock units. One burnt out so I went to replace them both and now I cant get any to work. Not even the one with the bulb that hadn't burnt out yet.

I can hear the relay clicking on and off and I tried switching the relay with the one from the horn since they are the same and the horn worked, so i don't think its that. Any other ideas?

(yes, my high-beams are off and lights switched on)

There are fuses under the dash to the left of the steering wheel, and also under the hood near the battery. Same thing happened to me once, and it was a fuse that blew from shorting the bulb out while installing it (I think that's what caused the fuse to blow). Keep the lights off when changing the bulb just to be on the safe side.

Hope this helps.
