I just got my dual exhaust installed and 4.5" tips are a hair too big for my taste. If I were to have an exhaust shop weld on some 3" - 4" tips, would that effect my exhaust tone?

no. get 3.5 o 4 larfest 3.5 fits cut out perfectly

 

I believe there are tips that effect your tone. Your ordinary tip that you plan to install wont though.

 

Yes, tips do affect your tone. For instance, if you were gonna get resonated tips, the sound would be slightly different than if you got unresonated. I have resonated, just because i wanted rolled tips and couldnt find ones i liked unresonated. I would go with either 3.5 (if your non-kitted) and 4 inch chrome tips (if your kitted)...i have 3.5inch tips on mine, so you can see how they look in my sig...
