Surging problem...could it be the fuel filter?

Surging problem...could it be the fuel filter?

I'm new to this message board and really don't know much about my SE. I just did the plugs, this past weekend, and am impressed about how easy nissan made it to access them. Total time was around 35 min. My Camaros usually take most of the day to do the same job. I'm having a problem with surging, usually low down in the rpm band. I figured either ignition or fuel. Since the plugs are done now, and I'm still having the problem, I'd like to tackle the fuel filter. Unfortunately, I couldn't find it when I jacked up the car. Any help you guys could give would be greatly appreciated.

It's clipped on the firewall, right in front of the driver in the engine bay. You should be able to see it from the top.
