What's this??? I dont know how to describe it...

Ok, today while washing the car, I was cleaning my rims, when I noticed this little latch stick out from my passenger rear tire. (I dont know whats the term they use) but if you look at your maxima from behind (where it says MAXIMA) its on the the right tire. IT seems to have a plastic rubber band on it, does anyone know what the use of this is for? Please help me out, if anyone knows what I'm talking knows, and has pic, please post. Thanks a million.
