Need Help: RPMs dropping too low

When I take it out of gear to cruise, my RPMs will drop to 300, the car will sputter slightly, and then slowly move back to 600-700. Everytime I come to a stop and take it out of gear this happens. It's been going on for some time and it's really starting to annoy me more than anything so I'd like to get to the bottom of it.

When idling at 700rpm, my needle is very stable and does not fluctuate. It's worth a shot but could it be anything else?
