Starts only when I jump selenoid,?

Starts only when I jump selenoid,?
5 spd black 98 gxe
has good bat
quit starting all I hear is a click underdash
I see 3 blue relays and marked and switched them around
no help
I can jump sleonoid with key on and starts great
where is the trouble Im getting
