How to adjust front toe in?

How do I adjust the toe in for the front end? I saw the jam nut at the tie rod outter end. Can I just loosen the jam nut and turn the rod? Is there a second jam nut at the tie rod inner end? I looked but there is a big rubber boot covering everything at the inner end. I need to change the toe just a tiny bit so the steering wheel would be perfectly center. I brought my car back to the shop twice already, but they never get it exactly center.

it would be easier to pop the steering wheel off and adjust it that way... but you are correct to adjust the toe ..loosen the jam nut 22mm and then put a wrench on the flat spots on the tie rod 13mm turn the rod to change toe.... however if you are not on an alignment rack you wount know how much you change the toe... and btw adjustable on both sides..
