Looking to purchase tires that can handle the PA snow, but will also offer year around performance. Just purchased a new house so I really have to get some bang for my buck. Also, are the mail order shops worth it and which do you suggest. Thanks for your time.

You don't say what size....
you need, but the Dunlop D60 A2 is a fairly affordable all season semi-performace tire available in a wide range of sizes that worked well on my Honda CRX in Iowa winters.
The mail order places like tirerack.com are good for wheel/tire packages that are ready to mount, but if you order just tires, I think your better off dealing locally since you'll need to get them mounted and ballanced anyway.
I bought snow tire packages with steel wheels for two cars including my Maxima from tirerack.com and am pleased with their prices and service shipped UPS. Just bolt on and go.
Just my opinions.

What do you consider affordable? I think that the P7000 series aren't that expensive, and they are ultra high performance and all wheather. They even probably out perform the tires that you have now in inclement conditions. Go to tirerack.com and check em out.
