is my tranny supposed to do this?

when i put my car in neutral and let out the clutch, it makes a noise like it is trying to go, and the rpm's drop slightly. the other day, with both front wheels off the ground, i did it and the wheels both spun like it was driving! it was in neutral, and the clutch was out. is this normal?
